Can’t insert a section between sections

I can’t place the cursor between the end bracket of one section and the start bracket of another. This makes it impossible to add a section in between them. How can I do this please? See attached.

Tricky one.
I think I’ve done this by selecting one of the sections (all the pink bits and the brackets) and moving it elsewhere, adding some whitespace, then moving it back.
Make sure you have a backup copy of the document first!
