Tagged Values not Saved

Hi,

when I add attributes to my reference model as described by this link https://www.eateamworks.com/MX_Help/element_attributes.htm.

The attributes are visible within the reference model and also in the managed package. but when setting an attribute the value is not saved.
Has anyone encountered this or does anyone know the solution?
